Airport quality of service monitoring guideline and templates

Review of airport quality of service monitoring

The ACCC is currently undertaking a review of its airport quality of service monitoring program and guideline, which will apply to Brisbane, Melbourne (Tullamarine), Perth and Sydney (Kingsford Smith) airports. This review will consider whether changes in technology, users' expectations, market conditions and industry structure are adequately reflected in the monitoring program and that information collected and reported on sufficiently supports the ACCC's monitoring objectives.

The ACCC's review is a consultative process and interested parties have been given an opportunity to provide input into the review at two stages. In November 2012, interested parties were invited to make written submissions to the issues raised in the ACCC's Discussion paper for quality of service monitoring. The ACCC received 10 submissions to its discussion paper. These submissions and the ACCC's discussion paper can be found by clicking on the link below.

Following consultation on the discussion paper, the ACCC released its Proposed changes to the guideline for quality of service monitoring at airports in March 2013. The ACCC invited interested parties to make written submissions to the issues raised in the proposed changes paper by 8 April 2013. The ACCC received nine submissions to its proposed changes paper. Submissions received in response to the discussion paper and the proposed changes paper have informed the ACCC's approach to quality of service monitoring. The ACCC's review is due to conclude in June 2013 and will result in an update to the ACCC's Airport quality of service guideline.




Airport quality of service monitoring guideline

The ACCC's Airport quality of service monitoring guideline was issued in October 2008. The guideline set out the ACCC's approach to airport quality of service monitoring and the information requirements under the Airports Act 1996 and Airport Regulations 1997. As noted above, the ACCC is currently undertaking a review of the guideline, which will result in a revised guideline being issued by 30 June 2013. The current guideline, accompanying statement of reasons and information on its development are available below.





Airport quality of service monitoring template

The ACCC has prepared a spreadsheet template for the entry of quality of service monitoring data by airport operators in accordance with the guideline. The ACCC has also prepared spreadsheet templates for surveying airlines and border agencies on airport quality of service. The attached templates apply to the 2010-11 financial year.
