Market definition
The ACCC considered that the relevant markets were likely to be the national market for the manufacture and supply of architectural and decorative (A&D) paint, and the national market for the manufacture and supply of industrial coatings. The ACCC also considered the possibility of separate markets within the broader industrial coatings markets. However, it was not necessary for the ACCC to reach a conclusive view on market definition as the outcome of the competition assessment would not have been affected.
Competition analysis
The ACCC considered that the transaction would be unlikely to substantially lessen competition in the A&D market given PPG's very limited involvement in that market prior to the merger. The ACCC considered that the transaction would be unlikely to substantially lessen competition in the industrial coatings market given Barloworld's limited involvement in that market prior to the merger. Additionally, notwithstanding that PPG and Barloworld were both manufacturers of 'heavy duty' industrial coatings, the ACCC considered that this particular segment of the industrial coatings market was characterised by low barriers to entry and the possibility of new entry or expansion by a range of alternative suppliers.
